Dear Sir,
First of All, I congratulate ECI for successfully conducting of General Election in the world’s biggest democracy with highest number of electorals. Secondly I would like to draw your attention with my suggestions to increase participation of voters in election process.
In India, a large percentage of people are living outside their home place due to service/ business purpose. Though, they want to be a part of electoral process and want to choose representative of their own constituency, they are unable to do so because their inability to vote from outstation. For example, I am a bank employee and transferred here and there like other government employees. I belong to Patna Sahib Constituency but I am posted in other states. Due to my inability to manage my presence at my constituency on polling day, I could not cast my vote for last 2-3 elections. Election commission can help Lakhs of such persons who really want to cast their vote but unable to do so.
In today’s day of technology, which ECI has also utilized at its best through EVM, it is not impossible to do so. I suggest providing facility of E-Voting through following process:
- Ø All voter ID cards are already available online. ECI can provide the same on its intranet.
Ø Whoever is interested to cast his vote through E-voting, he will register for it with ECI with some valid E-mail ID and mobile number.
Ø Like polling booth, ECI may create facility to have certain E-Voting booths in all constituencies.
Ø Voter will go to E-Voting booth with valid Voter ID Card. On verification, a password will be generated for the Voter ID number.
Ø The voter will login with his voter ID and password. On screen, his constituency and its candidate list will appear where he can click and cast his vote.
Ø To restrict duplication of a voters vote, two voter list for a constituency may be maintained (one manual voting and E-voting). A voter once registered for E-voting (till cut off date), his name will be deleted from Manual Electoral Roll available at his constituency.
Sir, above is only an effort to look into this direction. I am sure, ECI will have much better ways to implement E-voting at the earliest. With maximum participation of voters, a true picture of Democracy will appear with wide representation of elected leaders. Further, people, who really want to be a part of this democratic process, will not be deprived of their rights. I, as a citizen of India, who want to vote in every election, request you to kindly implement E-voting in India at the earliest.
